You can’t arrest someone without probable cause! And that requires a judge to issue a warrant only if probable cause is ascertained and there’s enough evidence to charge that person with a crime.
So I feel the “arrest someone” narrative here lacks that. That’s all.

In spite of what Chris Coulombe says, I do not think you will find many people in Humboldt County that want to keep the dams or have water diverted from the Eel River to the Russian River. The Humboldt County Board of Supervisors agreed to the proposed NERF by the Eel-Russian Project Authority only because that was the best deal they could get. The commercial fisherman at Humboldt Bay want a free flowing Eel River so they continue their livelihood.
